Our company provides legal and regulatory advisory services for financial and crypto-asset projects in Lithuania. We assist clients with applications for Payment Institution (PI) and Electronic Money Institution (EMI) licences, including restricted PI and EMI licences where applicable, as well as banking authorisations and Crypto-Asset Service Provider (CASP) authorisations under Regulation (EU) 2023/1114 (MiCA).

Since 1 January 2026, Lithuania’s former national VASP registration regime has no longer provided authorisation to offer regulated crypto-asset services. Such activities generally require CASP authorisation from the Bank of Lithuania or an applicable alternative authorisation or notification procedure. Stored Value Facility (SVF) and Money Service Operator (MSO) licences are not Lithuanian regulatory licence categories and should not be presented as licences issued in Lithuania.

Access to SEPA infrastructure and the ability to issue IBANs depend on the institution’s regulatory status, technical capabilities and the applicable eligibility and operational requirements. Neither SEPA participation nor IBAN issuance is automatically guaranteed by obtaining a financial licence.

A crypto-asset white paper is not universally required for CASP authorisation under MiCA; white paper obligations depend on the type of crypto-asset and the proposed offering or admission-to-trading activities.
